Evolución de la comunicación de las radios comunitarias de ecuador a partir de la ley orgánica de comunicación

Abstract

This article analyzes the evolution of communication within Ecuador's community radio stations following the implementation of the Organic Law of Communication (LOC) in 2013. The main objective was to identify the normative, structural, and communicational changes in these media, with a focus on Zone 5 of the country. The study used a mixed-methods approach, combining surveys administered to representatives of five active community radio stations with an in-depth interview conducted with a representative of the Coordinadora de Medios Comunitarios (CORAPE). Additionally, a documentary analysis of Ecuador's legal framework was carried out. The results reveal that, although the LOC legally recognized community media and allocated 34% of the radio spectrum to them, only 6% of frequencies are currently in their hands. These stations face structural challenges such as limited access to funding, lack of technical training, and difficulties adapting to the digital environment. Despite these obstacles, they show commitment to diversifying content, including indigenous languages, and encouraging community participation. The study concludes that while the LOC represents an important legal milestone for media democratization in Ecuador, its implementation has fallen short due to the absence of concrete public policies and sustainable support mechanisms.
