Abstract
We begin by referring to the basic assumptions of the Recommendation Rec (2006)19 of the Council of Europe on objectives, principles, policies to support the positive exercise of parenthood. After detailing the assumptions, we define the concept of positive parenting, emphasizing what its exercise implies. The analysis continues with great emphasis and the philosophy of what this new paradigm of prevention, protection and support offers, given its crucial role in the comprehensive development of people and protection of their rights, especially the most vulnerable, and as an instrument of cohesion and social welfare of communities. With a socializing spirit of the new vision of families: integrative, affective, and inclusive, attuned to the well-being and development of their sons and daughters. The positive parenting approach is unknown by the intervened population, due to their dissatisfaction due to the non-fulfillment of their requests for improvements in public services by the local municipal government, we socialize the benefits of positive parenting, it will be the families and the community main actors, firmly convinced in this research, that they are the direct beneficiaries, much more motivated and aware of a new perception of family, community, social, health, educational, occupational and work life.
