Rural Tourism and Agritourism in the Face of Gender-Based Violence: Symbolic Achievements and Structural Challenges of the National Plan (2019–2025) in Ecuador

Abstract
Gender-based violence persists as a structural issue in Ecuador’s rural territories, negatively affecting the participation, safety, and well-being of women involved in rural tourism and agritourism. Among its manifestations, sexual harassment stands out due to its troubling cultural normalization. The Ecuadorian State implemented the National Plan to Prevent and Eradicate Violence Against Women (2019–2025) with an intersectoral approach aimed at eliminating all forms of violence. However, its application in the tourism sector has been limited, fragmented, and lacking in institutional follow-up. In response to this issue, the present research was developed with an exploratory qualitative approach, using document review and semi-structured interviews with institutional actors. The study analyzes the degree of implementation of the Plan in rural contexts, identifies structural barriers, and proposes recommendations to strengthen public policies with a territorially grounded gender perspective.
