Análisis de accesibilidad de los portales gubernamentales del Ecuador

Abstract

The electronic government term arises by implementing the use of Information and Communication Technologies (ICTs) in government institutions to improve the quality of their services provided. The use of ICTs is a privileged instrument of our society. Boosting citizen participation through the use of ICTs implies the implementation of government portals and must be designed in accordance with usability and accessibility policies. The terms of usability and accessibility refer a lot in relation to the experience that users may have when using these government portals. On many occasions the websites are designed in a very attractive way, however they are developed thinking that they can only be used by young people. This problem should not exist because the main objective of these is to promote citizen participation; This includes all people regardless of age or disability. International practices regarding user experience indicate that the objective is to simplify navigation. The objective of this article is to analyze usability and accessibility of government portals in Ecuador, to demonstrate whether the regulations set forth in the Ecuadorian Technical Regulations are being complied with. The research methodology used in this article is quantitative because it is going to determine how many government portals exist in the equator and at the same time the level of accessibility they have will be measured.
