La Triple Hélice de las TIC en Ecuador

Abstract

Information and communication technologies (ICT) contribute to the overall economic growth of a country. The use of ICT can be an opportunity to modernize both the management of information and the administration of the system in the three sectors of the economy: Government, University and Industry. The problem identified is the absence of literature on this topic. This article aims to contribute to solving this problem and answer the question: What are the interrelationships between government, universities and companies in the use of ICT in Ecuador? The methodology used is the Triple Helix model, in order to analize the interactions between the three sectors mentioned. Among the main conclusions are: The first helix, Government-University, includes public ICT planning that is characterized by being vertical, centralized and exclusive, which can be observed by the lack of participation of the actors involved in the formulation of projects and policies related to ICTs and their application. In the second helix, Government-Business, there is a need to invest in ICT, especially in the rural sector, in order to motivate the respective participation of private enterprises and the government. The third helix, Enterprise-University, is expressed in the need to create a 2.0 community in universities that contributes to the improvement of the teaching-learning process through the sharing and exchange of relevant information between teachers and students and with their environment.
